The Department of Public Administration and International Affairs is pleased to announce that Kathryn Shifley and Joseph Boskovski are the 2014 recipients of the L. Alan Beals Graduate Award for Excellence in Local Government Studies. 

This award was established to honor the former (1975-1990) Executive Director of the National League of Cities and a 1957 recipient of the Master of Public Administration (MPA) degree from the Maxwell School.  The L. Alan Beals award will be given annually to a Maxwell MPA student who (1) demonstrates outstanding academic achievement in coursework related to local government management, (2) demonstrates, by preparation of an essay/submission of a course paper on a topic concerning local government policies, administration or management, an exemplary understanding and appreciation of local government; and (3) intends to work in the field of state/local government.

We are pleased to honor two outstanding candidates this year.  Both are exemplary students and meet the criteria for this award exceptionally well.  Joseph submitted a paper outlining the impact of County Medicaid Funding Mandates on Property Tax Relief in New York State.  Katie’s paper reviewed the intricacies of City Sidewalk Snow Removal Policy in the City of Syracuse.

Both are considering careers in state/local government. Joe in New York State and Katie in Oregon.  Both will receive a cash award of $1000.  The L. Alan Beals Award is determined through a competitive process each spring.
